CaptureDevice
Type: MediaCy.IQL.CaptureMcCaptDevice
the event source device.
lFrameID

CaptFrame

the capture frame being created.
pbCancel
Type: SystemBoolean
If assigned True by the event handler, then the CaptFrame creation operation is cancelled.
Remarks
This notification is sent just before a CaptFrame is created.
